Center For Quality

The Missouri Center for Primary Care Quality and Excellence houses MPCA’s training and technical asisstance programs and quality improvement initiatives.  The Center focuses on strengthening individuals, organizations and communities by facilitating learning, leadership development, quality enhancement and networking in support of efforts to develop, implement and sustain community health improvements. Products and services cover quality improvement, performance improvement and best practices; data collection, research and analysis; technical assistance; and network development.

Services are provided by MPCA staff and a cadre of experienced and proven consultants as needed in response to extensive input from MPCA Health Center members and staff.  Most services are provided free or at minimal cost to MPCA members.  Services are available to other agencies on a fee basis.

PROGRAMS AND INITIATIVES

BUREAU OF PRIMARY HEALTH CARE (BPHC) COOPERATIVE AGREEMENT

MPCA provides training and technical assistance to assist Community Health Centers in meeting the Program Requirements of their federal grants and to assist with Performance Improvement programs at the Health Centers.  Topics range from Corporate Compliance and Medicaid Billing to Needs Assessments  and Board Training. 

PATIENT-CENTERED MEDICAL (HEALTH) HOME

MPCA staff and consultants provide readiness assessment, improvement suggestions, coaching and application assistance for Community Health Centers seeking recognitions as Patient-Centered Medical Homes by the National Committee for Quality Assurance (NCQA).  Angela Herman leads the Center for Quality Team for this initiative.

PRIMARY CARE/BEHAVIORAL HEALTH INTEGRATION

Seven Community Health Center/Community Mental Health Center partnerships, supported with State funding, are pilots to integrate primary care and behavioral health services through cross-placement of staff and collaboration on service delivery design.  MPCA assistance provided by Angela Herman.

CHRONIC DISEASE COLLABORATIVE

The Missouri Department of Health and Senior Services supports Chronic Care Improvement at Community Health Centers through MPCA.  Health Centers use rapid cycle change techniques to improve chronic illness care for their patients and stay in touch through a listserv.  Staffed by Joyce Hill

ASTHMA READY CLINICS

MPCA is a liaison to the Community Health Centers for the Asthma ReadyTM program led by Dr. Ben Francisco at the University of Missouri-Columbia.

MPCA also sponsors several member learning networks that meet 2-4 times annually:

CHIEF FINANCIAL OFFICER (CFO)

For CFOs who want to stay aware of developments and changes in the financial and regulatory world specific to Community Health Centers and nonprofits and who want to participate in a forum of their peers where both new and experienced CFOs can freely discuss issues in a friendly, helpful environment.  Staffed by Dan Kempker

HUMAN RESOURCES (HR)

The HR Network meets 3 times per year to share information related to the HR function of a Community Health Center or clinical practice. Topics include:  recruitment, credentialing, payroll systems, performance evaluation, health benefits, employee morale and many others. It’s a great opportunity for networking in person or online using the group Listserv where members may post questions for their peers.  Staffed by Mike Shimmens and Joni Adamson

MEDICAL DIRECTORS

The Medical Director Network provides opportunities to learn and share ideas and successful strategies for clinical practice.  Medical Directors receive support from one another as they communicate and share resources.  Staffed by Janice Pirner and Angela Herman

MISSOURI QUALITY IMPROVEMENT NETWORK (MOQuIN)

The newest of MPCA’s networks, MOQuIN will provide support for MPCA’s member Health Centers to leverage Health Information Technology (HIT)  to improve patient care and report on clinical quality measures, and achieve  “meaningful use” of HIT to receive the incentives available through the American Recovery and Reinvestment Act (ARRA).  Use of a data warehouse and population health management software will enhance the success of this network.  Staffed by Noelle Parker and Susan Wilson
